I am bringing the constitutional amendment to the floor. The debate will last for 24 hours.
Given how our lives run and that this is just a game, it is important that we have an order of succession, as to prevent the government from stalling because of inactivity.
I've seen government fall apart because a necessary mechanism of government was inactive. It is because of this that I bring this amendment to the floor.
This amendment is very straight forward. It will create a Deputy Prime Minister and protocol of how to confirm them as Prime Minister if need be.
I urge the passage of this amendment.

I agree that it is necessary. I was wondering if the Prime Minister could explain the repealing of the Senate Quroum Act.

A good question. I am not repealing the whole act, I am only asking to repeal the section that says that we need to have everyone read it first. It is slowing the Senate down. If we leave it there, then situations when people are gone and no legislation will get through.

Alright... I am calling the vote. It has passed with at least a 2/3rds majority of 3-0 and one abstention. The Constitution is amended!

The Ixzaran congress has expressed a concern over how a warring faction would invest Confederate money and are asking that the Senate put some sort of control over how a nation invests its part of the budget

To answer the Senator's question, the money is appropriated to each nation to specifically develop these programs. If the money is not invested as required by Confederate Law, as Prime Minister, I have every right to reclaim the money from member-states that are doing nothing with the money. Even if that means that I will take them to court.
The controls that we have on it is through the mandate of the law.
Now that we are on the topic of tax policy, given that we can see that we are grossing in quite a bit of money, if we show another record surplus by the begining of our next Senate Term, I will introduce legislation to cut taxes. This will help countries like Ixzara, which could use the funds in their own military conflict against Russia.
