I would like to now bring the second bill on the docket to to floor. The Debate shall last at least until 06.00GMT on 1.AUG.08.
This bill is mainly one that will work to make sure that people are reading the legislation. It is also a good gauge of the participation of Senators. By requiring a majority of senators to log in that they have read the legislation, we can gauge how active people are and at the same time ensure that legislation is being read before the vote. It will hopefully bring a bit of a debate to the floor as well.
It's very straight forward. I urge its passage!

I have just collected the taxes from each nation in the Union for this Senate Term. At our disposal to spend, we have M20,969,000,000 at our disposal. The breakdown is as follows:
Tadin- M 5,390,000,000
Monoroco- M 1,100,000,000
Idrisi- M 3,280,000,000
Ixzara- M 7,240,000,000
Ioniopolis- M 8,810,000,000
About 21Bil isn't too bad for a start.
As for the budget, what I will do is speak with the other ministers and see what they have planned and then allot them a certain amount of money, based on what their planned programs are. Obviously, the budget has to be voted on by the Senate. Then, each minister will have a certain amount of money to use for that term. Now, given that there is no real way to measure exactly how expensive a program is since this is all a role play, we are going to have to use our imagination and I will come up with some sort of pricing scheme. I'll think about that.
That is how much we have in the treasury, though.

I would like to bring the Food Shortage Relief Act to the floor for debate. Debate time shall end at 0.00GMT on 8.AUG.08.
This legislation is designed to increase our food production in the confederacy. We plan to do this through an increase of government funding to help out farmers reduce their costs and to provide some funds to help develop everyone's harvesting practices. This will be done through investment in their technology. By doing this, we can hope to increase the efficiency of the harvest. This will cost M3,600,000 in total.
It also calls for a drop of all tariffs between member-states. Tariffs with non-member-states can stay in place until a surplus of food supplies is reached. Then, we can sell them off internationally in order to prevent food prices from totally crashing.
I encourage the passage of this so we can mitigate the regional food crisis for our confederacy.

With all due respect to the Prime Minister and Senator from Tadin, I would like to note that this was not a budgetary item. We do not have a budget as of yet, just some money in the treasury. In any other circumstances, we might want to stay within a budgetary framework, so we don't go over budget.
I, however, thank the Prime Minister for using the cost system. Again, this system of having a monetary and taxation system adds to the game and will create a bit of competition for funds between senators. It will, hopefully, lead to more compromises and better policies!

Come on, Senators! We cannot vote on this bill until everyone says they have read it. That was what we passed in that last Senate bill!

Alright, I'm going to assert my authority to already move this legislation through to a vote. I think we will need to scrap the Senate Quorum Act. I wrote it in order to try to force further participation in the Senate, but if it's just going to jam things up even more, then We'll scrap it.
Anywho... All in favor of passing this current legislation...
