My fellow Senators… I halting Senate floor Proceedings today to make an announcement on behalf of the President of Ioniopolis. Today, the Ioniopolis Congress passed a trade measure with much support. The legislation would, effectively, turn the Straits of Ioniopolis, which pass through our nation, into a check point for the Mediterranean. Our geography makes this a strategic point for such a checkpoint to exist.
From now on, all merchant ships sailing through the Straits will need to stop off at one of the designated ports for inspection. The legislation also lists off several items which will be banned from passing through the straits. None of these are human necessities. Most are weapons. All traders found carrying such items will be fined and have these weapons removed.
Given the mood of dissent against the confederacy, we have deemed it our duty, given our location, to protect the confederacy and ourselves from future acts of terror. We are the gateway to the east for our Confederacy and it would be a shame for that gate to hang wide open, opening ourselves up to military threats that exist in the region. We have seen dissent form in some of the other nations in our region and we must try to prevent that dissent from receiving aid from outside our region.
The Congress has also approved military fortification along the Straits. This will include increased naval presence, military fort construction, radars and other remote sensing. On top of that, there will be a greater troop deployment to these ports. Failure to abide by this law may result in military force.
Along with this, I am also calling for the Senate to begin drafting a military response policy in order to protect the confederacy from any war. If this confederacy is to survive, we must have a plan for defending each other.

Right... I am going to bring the Ionian Checkpoints up for discussion.
I feel there are many issues with the Senator's plan. As the news has reported, there are economic problems and geopolitical issues with this. Our goal is not to make enemies here.
I know every nation has a right to enforce their own policies, but there must be some compromise we can reach here.
What are the other Senator's thoughts?

There has been much opposition in the Ixzaran Republic for adopting a Confederate currency as the Ixzaran Currency is leading in value at the moment after having plundered the Russian reserves.
With all due respect when it comes to the straits of ionopolis, having military equipment confiscated at this checkpoint will prove detrimental to Ixzaran National Defence as we import about 77% of our weapons externally and most of the largest Ixzaran ports are in the southern regions of the Country in the eastern Mediterranean. Confiscating weapons will be a huge blow to our defence as we are always in a state of conflict with Russia over the disputed Territory of St. Petersburg. So respectfully the Ixzaran Republic votes:

I feel that a compromise will be in order here. I encourage all Senators to be involved here with this resolution.
How would the Senate feel if we established a naval trade system within the mediterranean for all Confederate States.
We can establish ports of origins for trade, where goods must enter the confederacy. This can be shipped by any nation in the world. They can be inspected there and then loaded onto confederate trade ships, which shall take them to their destination within the borders of the confederacy. Finally, we would ask that Ioniopolis would drop the trade bans on weapons and tarrifs. We could establish a commission to track buyers and sellers in the market and assess their connections. From there, they can determine which shipments are at risk.
I think this is a good compromise. Any thoughts, Senators?

This proposal sounds like it might work. I think the Ioniopolis Congress can get behind this.
They, however, will most likely want me to write this legislation. I would request that the Prime Minister puts me together with the Minister for Transportation. I can see how there are overlaps here between our authorities.

I thank the Prime Minister for the floor. The Confederate Trade Act offers all the members of the confederacy with a shipping system throughout the region and security at the same time.
A commission shall be created to provide customs inspections on all ships and a dynamic database to corss check shipments with to ensure that weapons are not going to high risk buyers who may have ill in mind.
Security is going to be provided by the construction of megaports in several nations: Tadin, Ioniopolis and the Ixarian Republic. These mega ports will be where all products moving in and out of the confederacy will stop off at for inspections. Funds are provided for the construction of these ports.
Railroads will be constructed in order to move goods throughout each nation. For countries that share borders (ie. Mavonen and Ixaria) there will be funds given to both countries to link them up with railroads.
Finally, all shipments within the confederacy will be free and open. This shall be done in two ways. First, there will be a free-trade barrier. All tariffs between member-states will be dropped. Secondly, economic incentives will be offered for people within the confederacy looking to start up maritime shipping businesses.
My co-author will display the map of the trade routes and train construction proposed right now.
I would like to stress that an advantage of this plan is that it generates business and economic growth for everyone in the confederacy. The construction and operating of the Mega Ports will generate wealth and so will the creation of Confederate Only shipping companies within the confederacy.

Firstly, I'd like to state that I have read the legislation, as required by the Senate Quorum Act. Remember... all Senators must state that they have read the bill before we can vote on it.
Secondly, I'd like to support this excellent bill! I have not seen the map, but I'm sure it will illustrate the point well. This bill will be key compromise to the situation that we were facing as well as an important step in regional trade. This bill creates a free trade barrier. Now, wealth and prosperity can move freely throughout our region.
the only thing I would add would be to also allow for the free movement of people throughout the confederacy. This is why I am proposing an amendment:
Amendment 1:
To add a Section to the bill that will state:
"The peaceful free movement of citizens of the confederacy shall not be limited or infringed upon by any member-state for any period of time unless the public well being is in danger."
I would like to bring this to a debate.

The following is a rough draft of the trade routes and railways. With a few of us that do not have main cities to link with the railways posed a slight problem. Also if any of the senators would like to propose any additions or changes, please let me know. As Ionopolis explained, we will make trade tax free with member-states. But in turn tax other outside nations. This will hopefully help us in another way of coaxing others to join the Confederacy.
