The Constitution of the Confederacy of the Mediterranean
PREAMBLE
We declare this the Constitution of the Confederacy of the Mediterranean. We are united with the purpose of providing a healthy, prosperous future through cooperation. The confederacy is a symbol of the community that the Mediterranean Region and what can and will be accomplished with it. The Confederacy shall strive to stand as a medium of dialogue and progress.
ARTICLE I- THE PRIME MINISTER
Section 1.
The powers of the Head of State as well as the Chief executive shall be in the office of the Prime Minister. The Prime Minister shall be elected by a majority of the Senate. As Head of State, the Prime Minister shall be the chief diplomat of the Confederacy.
Section 2.
The Prime Minister shall sign all laws passed by the Senate into law. Additionally, the Prime Minister controls the docket of the legislation to be discussed in the Senate.
Section 3.
The Prime Minister can call an election early by disolving the government before the 6 weeks mark . The Prime Minister and his/her government can also be removed from office through a no confidence motion.
Section 4.
The Prime Minister is permitted to have a vote in all Senate votes.
Section 5.
The office of Deputy Prime Minister shall be created and appointed by the Prime Minister at the beginning of every Senate Term. The Deputy Prime Minister shall also serve as a regular minister of government.
Section 6.
The Deputy Prime Minister shall take over roles as Pro Tempore Speaker of the Senate if the Prime Minister has been absent for three days.
Section 7.
After five days of unannounced absence by the Prime Minister the Senate can vote to swear in the Deputy Prime Minister in as Prime Minister for either one of two time periods: 1) To be Prime Minister until the original Prime Minister returns or 2) to be Prime Minister indefinately and to remove the original Prime Minister from power permenantly.
Section 8.
The Order of Succession for the Premiership shall be followed by Minister an order of Ministers. The Deputy Prime Minister's other ministry that it serves will be pulled out of this order of succession: Minister for Commerce and the Treasury, Minister for Foreign Affairs, Minister for Defense, Minister for Transportation and then the seniority of any new ministries created following these.
ARTICLE II- THE GOVERNMENT
Section 1.
The Senate shall be made up of Senators from each member-state.
Section 2.
The Prime Minister shall establish the Government of the Confederacy by assigning Senators to be Ministers of Government. The Senate can vote on the confidence of any government officer at any time.
Section 3.
The Senate shall be given the authority to draft legislation for the Confederacy to abide by.
Section 4.
The Senate shall draft constitutional amendments that must pass with a 2/3rds vote.
Section 5.
The Senate can only vote to establish or abolish any ministry that they deem necessary.
Section 6.
All votes within the Senate shall happen within a 24 hour period. All debates on legislation shall happen within a minimum of 24 hour.
ARCTLE III-THE JUDICIARY
Section 1.
The Senate shall vote to appoint one Senator to relinquish their legislative duties for that term to serve as the Supreme Judge.
Section 2.
The Supreme Judge shall interpret the constitution and also try civil and criminal cases between nations. The Supreme Judge will only be able to rule when cases are brought to them. Constitutional Interpretations shall take precedent over all other cases.
ARCTLE IV-ADMISSION
All nations looking to join the confederacy must first vote within themselves to agree to all provisions of the constitution and any subsequent laws on admission. Then, all nations will have to be voted in by the Senate.
CONFEDERATE COMPILED STATUTES
Statute 1.0
The Currency and Economy Act
An Act to create a central bank and currency.
Section 1.
The Ministry for Commerce and the Treasury shall be charged with developing a budget at the beginning of each Senate Term. This can be done after conferring with the cabinet to decide what the budget shall entail.
Section 2.
The Ministry for Commerce and the Treasury shall establish the Bank of the Mediterranean (BOM). The BOM shall be in charge of issuing and maintaining the confederate currency.
Section 3.
The confederate currency shall be called the Medi. The Medi shall be based on the gold standard.
Section 5.
The Ministry for Commerce and the Treasury shall reserve the authority to suggest to the Senate what taxes should be levied. All taxes shall be collected for the succeeding Senate to use. The Treasury shall also issue bonds.
Section 6.
All tax revenue shall be collected in the Confederate Treasury at the end of every Senate Term. The Treasury shall officially distribute the money to various programs as allotted by the government as well as keep track of the amount of money in the Treasury.
Section 7.
All legislation that requires money from the Treasury shall include an estimated total of money required for the implementation of the legislation.
Section 8.
Taxes shall be levied on to each member-state. The Current tax rate shall be a flat tax that all nations must pay to the Confederate Treasury of 10 Medis per person in their nation.
Section 9.
Taxes shall be levied upon signing of this legislation for the current Senate Term.
Section 10.
This legislation shall go into effect upon signature by the Prime Minister.
