The Currency and Economy Act
An Act to create a central bank and currency.
Section 1. The Ministry for Commerce and the Treasury shall be charged with developing a budget at the beginning of each Senate Term. This can be done after conferring with the cabinet to decide what the budget shall entail.
Section 2. The Ministry for Commerce and the Treasury shall establish the Bank of the Mediterranean (BOM). The BOM shall be in charge of issuing and maintaining the confederate currency.
Section 3. The confederate currency shall be called the Medi. The Medi shall be based on the gold standard.
Section 5. The Ministry for Commerce and the Treasury shall reserve the authority to suggest to the Senate what taxes should be levied. All taxes shall be collected for the succeeding Senate to use. The Treasury shall also issue bonds.
Section 6. All tax revenue shall be collected in the Confederate Treasury at the end of every Senate Term. The Treasury shall officially distribute the money to various programs as allotted by the government as well as keep track of the amount of money in the Treasury.
Section 7. All legislation that requires money from the Treasury shall include an estimated total of money required for the implementation of the legislation.
Section 8. Taxes shall be levied on to each member-state. The Current tax rate shall be a flat tax that all nations must pay to the Confederate Treasury of 10 Medis per person in their nation.
Section 9. Taxes shall be levied upon signing of this legislation for the current Senate Term.
Section 10. This legislation shall go into effect upon signature by the Prime Minister.

Senate Quorum Act
A Bill to add to the procedures of the Senate.
Section 1. All Legislation must first be placed on the Legislative Docket in order to be brought to the floor.
Section 2. The Prime Minister may move bills up on the docket if deemed necessary.
Section 3. Debate on legislation shall last at least 24 hours. All Senators, however, will be required to log in to the debate to say that they have read the legislation. Debate cannot end until 2/3rds of the Senate have read it.
Section 4. Section 3 may be voided on an individual basis with a simple majority vote by the Senate.
Section 5. This Legislation shall go into effect upon signature of the Prime Minister.

Food Shortage Relief Act
An act to provide action to mitigate the food shortage within the Confederacy
Section 1. A panel shall be set up under the Ministry for Commerce and the Treasury that shall be called the Agriculture Commission.
Section 2. The Agriculture Commission shall be responsible for executing legislation approved by the Senate in the policy field of Agriculture.
Section 3. The Agriculture Commission shall direct funds from the Treasury to each member-state to invest in their agriculture. These investments shall primarily focus on technological innovations, which shall be decided by the commission. A percentage of the investment shall go to pay for some of the production costs for farmers.
Section 4. Ethanol production shall be restricted at current levels until the average grain price of all member-states reaches a sufficient surplus, as defined by the Agriculture Commission.
Section 5. All trade barriers on agricultural products between member-states shall be banned.
Section 6. Once a surplus of food and prices have lowered to affordable standards as determined by the Agriculture Commission, then all trade to all non-member states shall be open and free.
Section 7. The following Medi amounts shall be allocated from the Treasury to each Member-State:
Agriculture Machinery Investment= M300,000 per Member state (M1,800,000) Agriculture Subsidies= M300,000 per Member state (M1,800,000)
TOTAL= M3,600,000
Section 8. This shall go into effect upon signature by the Prime Minister

The Confederate Trade Act A Bill to develop a network for trade within the confederacy and with nations outside of the confederacy. Section 1. A Confederate Customs Commission (CCC) shall be established under the Ministry for Commerce and the Treasury. Section 2. The CCC shall be in charge of inspecting all ships traveling in and out of the confederacy. The commission shall also track the purchases of buyers and sellers from outside the confederacy and where they go to. If a buyer within the confederacy is considered by the government to be a threat, then inspectors will confiscate all weapons being shipped to that buyer. Section 3. All shipments coming into the confederacy must first go to a Port of Origin. The following Member-States shall be given a Port of Origin port city: Ioniopolis, Tadin and the Ixarian Republic. These countries shall be given funds from the confederate treasury to construct a Mega Port. (SEE MAP) Section 4. A Mega Port is defined as a Port which shall have a large amount of docks with train transit linking it to the rest of the nation and other confederate nations if they apply. (SEE MAP) Section 5. All train lines and equipment within the confederacy shall be standardized under one form. Section 6. All products being shipped between confederate member-states must be done through a confederate shipping company. The CCC shall certify which private enterprises apply. Section 7. A Tax incentive shall be given to help set up these businesses to private owners. Section 8. All tariffs between confederate nations will be nulled and void. Section 9. The funding for this project will be as follows: Mega Ports: M3,000,000 Rail Roads: M6,000,000 Shipping Industry Stimulus Plan: M2,600,000 TOTAL: M11,600,000 Section 10. This law shall go into effect upon signature by the Prime Minister.

The Regional Defence Act
As the Minister of Defence I have come up with this plan to vote for how a United Military will be divided up and commanded.
For the first part of the legisaltion:
All nations in the confederacy, although will have their own, internaly run military, in this legislation will cover exceptions to when this rule will be over looked.
FIRST CLAUSE: Divisions of the Confederate Defence
The Defence network will be first be broken into 5 sections: North, South, East, West and Naval.
The Northern sector will include the following nations:
Satimon Manoven Ixzaran Republic Freedomstaki Lygonia
The Southern Sector will include:
Idrisi Roma Hawaiiana Crusader City States Toumba Limington
The Western Sector Will Include: Tadin Faestos Monoroco Pons Aelius
The Eastern Sector Will include:
Vitosoprano Ioniopolis Asher Anisii
The Naval Sector Will be voted upon at Bi-weekly intervals and will include a maximum of 3 Nations each of which will be assigned to patrol the northern atlantic, the Mediterranean. and the Western atlantic. No nation may be elected twice in a row. THERE IS NO COMANDANT FOR THE NAVAL SECTOR
NATIONS ALREADY ASSIGNED TO THEIR SECTOR MAY BE VOTED TO PARTICIPATE IN THE NAVAL SECTOR AS IT RUNS INDEPENDENTLY FROM THE DEFENCE MINISTRY.
SECOND: How each sector will work
Each sector will have one ELECTED leader (BI-WEEKLY VOTE) and that leader will command the Sectors defence network. That elected leader will report to the Minister of Defence all Activity that will be taking place in the region.(EXCEPTION: National military activity is excluded to report to the Defence minister.
The Comandant of the sector will have the right to issue orders to 15% of the military in all the nations within its Sector.
Any humanitarian military activity is excluded from reporting to the Defence Ministry.
THIRD CLAUSE: Voting
All Voting for Sector Comandant will be held on the 1st and 15th of each Month
Naval voting will be held on the 5th and 20th of each month.
TO WIN AN ELECTION THERE MUST BE A MINIMUM OF 66% FOR CANDIDATE TO WIN ELECTION
EMERGENCY SITUATIONS WILL BE COVERED UPON PASSAGE OF THIS LEGISLATION
ALLOTED BUDGET: 7,240,000,000= Confederate Currency 1,744,578,314=Ixzaran Currency
EST. EXPENDITURES: 33,007,942=Confederate Currency 7,953,721=Ixzaran Currency
Reasons: establishment for the 5 Regional headquarter buildings, establishment of several military bases in several nations, construction of several large Naval ships, Emegency situation funding.
On another note this may also need approval in the non-member nations

Constitutional Amendment # 1
An Amendment to provide an order of Succession for the office of Prime Minister.
Section 1. The office of Deputy Prime Minister shall be created and appointed by the Prime Minister at the begining of every Senate Term. The Deputy Prime Minister shall also serve as a regular minister of government.
Section 2. The Deputy Prime Minister shall take over roles as Pro Tempore Speaker of the Senate if the Prime Minister has been absent for three days.
Section 3. After five days of unannounced absence by the Prime Minister the Senate can vote to swear in the Deputy Prime Minister in as Prime Minister for either one of two time periods: 1) To be Prime Minister until the original Prime Minister returns or 2) to be Prime Minister indefinately and to remove the original Prime Minister from power permenantly.
Section 4. The Order of Succession for the Premiership shall be followed by Minister an order of Ministers. The Deputy Prime Minister's other ministry that it serves will be pulled out of this order of succession: Minister for Commerce and the Treasury, Minister for Foreign Affairs, Minister for Defense, Minister for Transportation and then the seniority of any new ministries created following these.
Section 5. The Section 3 and 4 of the Senate Quroum Act shall be repealed.

Constitutional Amendment II
Section 1. The Senate may admit Semi-Member-states to the Confederacy. A Semi-Member-State may agree to enter into only a few Agreements that exist in the confederacy. Upon, admission before the Senate, they must declare what agreements they will enter into.
Section 2. A Semi-Member-State is not entitled to a seat in the Senate. They can send a delegate to speak with the Senate if the Senate requests it.
