MEDITERRANEAN ECONOMIC AREA TREATY M.E.A.T.
The Commonwealth of Elutheria and Valeska proposes the establishment of an economic treaty with the single aim of promoting economic co-operation (not integration) between it's members.
The treaty would focus on free trade and fewer regulations relation to the movement of goods.
The treaty would however draw the line at such things as a Single Currency, Free movement of workers or Forced ' Mass modifications' to a member's national economic structure.
If there is a strong backing for such a treaty then the confederal government (possibly with the assistance of other other governments) will get started on a draft treaty.
Elutheria and Valeska Proposes that the M.E.A.T. be based in the Commonwealths capital city Corbin.

THIS IS A VERY BASIC DRAFT OF THE TREATY TO GIVE THE REGION AN IDEA OF THE DIRECTION IT COULD TAKE.
Article 1. By this Treaty, the member states establish among themselves the MEDITERRANEAN ECONOMIC AREA TREATY M.E.A.T.
Article 2. The treaty shall have as its task, the responsibility of promoting cooperation throughout the Community to harmonious the balanced development of economic activities, raising of the standard of living and quality of life, and economic cohesion and solidarity among Member States. It is agreed by member states that M.E.A.T. aims to promote economic cooperation and not integration.
Article 3. For the purposes set out in Article 2, the activities of the Community shall include, as provided by this Treaty:
(a) the elimination as between Member States, of customs duties and quantitative restrictions on the import and export of goods, and of all other measures having the same effect; (b) an internal market characterized by the abolition, as between Member States, of obstacles to the free movement of goods and capital; (c) a system ensuring that competition in the common market is not distorted; (d) the strengthening of economic and social development; (e) the strengthening of small local Community industry; (f) the promotion of research and technological development; (g) encouragement for the establishment and development of trans- MED business networks; (h) a contribution to the strengthening of consumer protection;
Article 3, Any state within the MED region is eligible for membership of the M.E.A.T. Entry to the treaty is dependent on a majority voting by current members.
If a member state fails to act in accordance with the principles of the treaty, they can be voted out by the same process as above.
Member states are free to leave the M.E.A.T. at any time but must inform the community of their decision.
Article 4, M.E.A.T. is a none super-national body, and as such will aim to remain neutral in times of regional conflict or other diplomatic upsets.
if a member is in a state of conflict with a none member, M.E.A.T. as a bloc will take no action (and will not be given independent power to take action) against said member state i.e economic sanctions. Individual members are however free to freeze trade with whatever none member they wish.
member states as a whole can agree to freeze trade with a none member and present this as an action of the M.E.A.T. council. However, this action will be decided by the member states governments and not independently passed by M.E.A.T.
If the situation should ever arise, M.E.A.T. member can temporarily freeze trade or suspend membership of a member state. However, this must be passed by a 2 thirds majority.
Article 5, M.E.A.T. will be governed by a council of representatives from each member state. The councils' responsibilities will be to oversee the day to day running of M.E.A.T. and that the treaty articles are adhered to. The council will be housed in offices located in the city of Corbin, elutheria and valeska

Elutheria and Valeska has not yet been added to the official regional map. It is added to this M.E.A.T. proto-map for now, so it can at least be seen as one of M.E.A.T.s members. M.E.A.T. Prospective Memberscoloured- members Gray- none members

If it pleases the supporters of the M.E.A.T. treaty, should we agree that Elutheria and Valeska, Romahawaiiana and Pons Aelius are to be regarded as full members? And to be recorded as founders of the treaty?
